As with almost any crafting material in the game, there's no fixed location for obtaining a Spotter Relay. You will usually find Spotters in one or more of the locations marked on the image above. You can also look in areas surrounding Main Street. To take them down, you can aim from shade (which reduces your chances of detection). Two of those Relays will be required to complete the Combat Recon quest. To finish the quest, you'll have to provide Shani with two Spotter Relays.
