Tracking down any specific Sim can be tough, but even more so when it's someone new, as you have no idea what she looks like or where she can be found. The Royal Envoy has her title listed in red letters over her right above her name when you hover over her, making her a bit easier to track down. Her real name is Marina Corsair, and she's got dark red hair and is wearing a black shirt with a lively green and yellow vest. Her attire and overall appearance are a bit more regal than most other Sims, so once you know what to look for, she should be fairly easy to spot. If you search all around your current lot but cannot find her, click on your Sim and select the "Call Envoy to current lot" option.
