It's the game's version of a wipe, which, instead of resetting the entire player base, allows particularly dedicated players to do it off their own accord. While Expeditions have generally been a reward system for dedicated players who want to go back to square one but with extra perks, it seems to have turned into a sort of FOMO system where players have a very tight schedule to follow lest they lose the right to participate in the expedition itself. On top of completing the caravan necessary to participate in the Expedition, players will only have five days to sign up for it and complete relevant challenges between April 28 and May 4. Failing to do so means missing out on Skill Points at the least since you'll be "forced" to sign up if you had a completed caravan prior to the departure window without completing challenges and receiving no Skill Points in return.
